The coin was graded 20 years ago, back when standards were stricter, as evidenced by the small style white slab with a low serial number. This coin has a legitimate chance for an upgrade to Proof 63 or higher if resubmitted. I don't say that about many coins. The coin has absolutely lovely gold toning and strong reflectivity. In 1869, only 600 proof Seated Liberty silver dollars were minted.
