First off, let me admit that paid surveys online is not going to make you rich. And yes, to get the best paid surveys in your inbox, you should pay for a premium membership with a survey provider.
That said, the membership fee is very low and is easily offset by income from the surveys you will be offered. If it proves otherwise, you can always cancel your membership, and in most cases get a refund of any fees you may have paid.

To get paid for a survey you must complete the survey entirely and answer all the questions. Also, be careful with the so-called "test" questions that verify you are reading each question and answering honestly.
As for the pay to play, it's true, you can sign up for surveys at free sites, and make about $0-2 per survey. The big bucks, as well as focus group, movie trailer reviews, etc are in the paid membership sites.
